透視聯合國永續發展目標(SDGs)與高等教育連結介面

如狄更斯《雙城記》所提到:「這是最好的時代,也是最壞的時代。」人類發展至今,科技不斷進步,正站在全球氣候劇烈變遷、自然資源逐漸枯竭、生物多樣性耗損、疾病擴散頻傳、糧食分配不均、貧富差距擴大等關鍵問題的十字路口上,人類開始深思解決之道,而永續發展內涵與意義正是承載當代各種重要思潮的方舟。在此反思脈絡中,聯合國自1987年《我們共同的未來》提出永續發展概念,2000年提出千禧年目標(MDGs),2005 - 2014年進行永續發展教育(ESD)計畫,2015年整合千禧年目標與永續發展,具體提出17項永續發展目標(SDGs)為全人類共同面對的課題,各方均指出「教育」是關鍵的取徑,是瞭解與實踐永續發展的關鍵媒介。舉辦跨國學生能力評量的經濟合作暨發展組織(OECD)提出2030關鍵核心素養(DeSeCo 2.0),強調知識、態度與技能的整合,回應真實社會,而SDGs蘊含當代真實社會的縮影,透過以SDGs為重要取徑的教育內容,讓學子具備基本能力知識與核心素養,加深學習深度與廣度,承載世代之間的責任與義務。當教育不斷前進與改變,唯有對下一代所肩負的責任不變。

Explore the Interface between The United Nations Sustainable Development Goals(SDGs) and Higher Education

As technology keeps advancing, we humans are standing at the intersection facing the key issues. Humans have started to reflect deeply, and the content and meaning of sustainable development serve as the ark carrying the various most essential current of thought of the time. In the context of reflection, the United Nations proposed the concept of sustainable development from “Our Common Future” in 1987, Millennium Development Goals (MDGs) in 2000, and implemented the Education for Sustainable Development (ESD) program from 2005 to 2014. In 2015, the UN integrated MDGs and sustainable development to specifically set out 17 Sustainable Development Goals (SDGs) as the lessons all humans need to consider. It has been pointed out that education is the critical path and medium to understand and implement sustainable development. The Organization for Economic Cooperation and Development (OECD), which organizes international assessments of student competencies, has proposed the Key Competencies for 2030 (DeSeCo 2.0), emphasizing the integration of knowledge, attitude, and skills to address the real world. SDGs are the microcosm of contemporary society. Through SDGs as the critical path of education, the students will be equipped with basic knowledge and core competencies, enhance the depth and breadth of learning, and undertake the responsibilities and obligations between generations. As education continues to evolve and change, only the responsibility to the next generation remains the same.
